The specific project is D261655, the NYS DOT project to Reconstruct Route 17 at Exit 122 in Orange County.  DOT claimed that the addition of a mandatory Project Labor Agreement (PLA) would save the taxpayers $1.7 million and would increase participation of Minority and Women Owned Businesses (DBEs).  The truth is that winning bidder was $4.5 million Higher.  In addition, a DBE submission by the lowest bidder of 16% participation far exceeded the 9% project goal set by DOT.  Note that the winner has not even met  9% goal, let alone exceed the 16% submission by the lowest bidder.

NYS Awarding contracts to UNION ONLY companies regardless of qualifications.  NYS DOT has failed to follow their own guidelines to save money. Local company shut out even though bid was 4.5 million less than UNION Company.

 

Did NYS cut Education to keep UNION ONLY New Yorkers working. It’s the same as a NO-BID contracts, why even bother to bid?
